A very nice and thoughtful article.

Regarding compensation for past global warming emissions --- personally, I hope that the US never gets involved in this rabbit hole. In order to have any hope of actually fixing the current energy and emissions issues in the US, there will never be close to enough money to do this. This involves rebuilding the power grid, redesigning and rebuilding cities, rebuilding the railroads and other transportation systems, tripling our electric power generation, etc etc. If we spread what little treasure we have left around the world, we will never be able to convert the US to a low emissions country. I am not saying that I don't have sympathy for the issues raised by 150 less developed countries, but if we want to fix the US, it will take everything we have, and more that we don't have.
