I love the car analogy. So let's begin by:

1. Require every state to issue a secure gun license like a driver's license after the applicant passes a test. There should be a significant fee for this.

2. Every gun must be registered, and annually re-registered like a car, again with fees.

3. Most importantly, every gun owner should be required to have gun ownership insurance, including liability insurance so that victims can be reimbursed.

A portion of the proceeds of these costs should be used to pay for the hundreds of billions of dollars annually caused by gun mayhem (particularly medical and law enforcement costs).
