There actually is no paradox. The book Rare Earth does a nice job of explaining some of the important filters, you have mentioned others and there are likely more. For example, human satellites have been in space for only about 60 years, and we very well may already be near the end of our space exploration ambitions. Will we really be sending intergalactic robots out from Earth once we exhaust fossil fuels? We will probably have much higher priorities. (Don't get me wrong, I love the space program, but once civilization comes under severe pressure, the space program may take a back seat.)
