There is no amount of money in the US or Globally to properly fund the Great Transition from fossil fuels to a sustainable planet. Every available dollar needs to prioritized and allocated wisely, and the US has much more to do here in the USA than we will have available money. We need country-wide public transportation, cities need to be rebuilt for micro mobility and energy efficiency, the grid needs to be upgraded, electricity generation needs to increase by a factor of about 4, all modes of transportation need to be replaced, factories need to be electrified, and on and on. Don't look back, but look only forward. As one of the world's largest polluters, the best way we can help the world is for the US to transition our country to a more sustainable model as quickly as possible. We will not have enough money to do this (not even close) so the idea of fixing the rest of the world with US dollars is not really feasible nor reasonable. We will be able to continue to help the rest of the world with some technology sharing.
