Three comments:

1. It is ridiculous that you list the US, Russia and France in the same sentence. The current governmental policies in the US and France are generally responsible and as expected from a progressive democracy. Russia, and China et al are authoritarian states, and are orders of magnitude different. You should not lump these together, or you simply water down authoritarianism and fascism. If you are talking about the sins of our ancestors, well, every society on Earth is guilty of unspeakable things if you go back far enough. People are very susceptible to following strong leaders who promote evil. I think about 30% of every population is ready to do their bidding if given the chance.

2. No fascist society exists without false propaganda. This is why freedom of the press is so essential. But equally essential is having restrictions on sources false propaganda. We lack this in the US today. We currently see, particularly with right wing media, a steady deluge of false information and false narratives. When you present a steady diet of false information to people who are non-curious, lack skepticism and are too lazy or poorly educated to analyze the claims, they will believe the claims and act accordingly.

3. Which brings me to the third important point. Only excellent secular public education, with an emphasis on learning how to analyze information and being skeptical, with a heavy focus on math, science, philosophy and history, will give humans a chance to resist the temptation to follow the siren song of fascism.
