Ukraine should continue to target raw material production. These bombs require a production capability of ethylene oxide. While Russia no doubt has very large production capabilities of EO, it is probably only at a few factories in the country. A few well planned attacks on their EO production could eliminate new bombs of this sort, and also cause shortages of many other materials.
Similarly, they should target production of Sulfur Hexafluoride (SF6). Russia probably only has one or two production sites for SF6, and without it they cannot operate new electrical transformers or maintain existing transformers.
